Nine homes and two shops at The Courtyard on Heath Road, one more than the 2023 permission, with the council's ecologist asking for new bat surveys. Plus every National Park application in East Hampshire this week.

The South Downs National Park Authority’s weekly planning list for the week beginning 5 October carries 16 applications in East Hampshire, five of them in Petersfield itself. (South Downs National Park Authority, weekly list) None is large. The one that matters was validated a fortnight ago and gathered its consultee responses this week: a revised scheme for nine homes at The Courtyard on Heath Road.

This list covers the National Park, which is the planning authority for Petersfield town and the villages around it. Alton, Whitehill and Bordon are decided by East Hampshire District Council, whose online register cannot be read by our tools, so they appear here only when they reach the district’s Planning Committee.

The ones to know about

  • Nine homes and two commercial units at The Courtyard, Heath Road. The site already has permission for eight homes, granted in 2023. The new application would demolish the building and put up nine homes and two commercial units. Hampshire’s highway authority said on 2 October that the scheme “does not differ significantly” from the one approved and has no objection. East Hampshire’s ecologist, responding on 8 October for the National Park, was less relaxed: the bat survey dates from 2023, the building has “numerous bat roosting features”, and two fresh emergence surveys are required before a decision, with refusal recommended if they are not supplied. The ecologist also wants swift bricks built in. The site is below 0.2 hectares, so it is exempt from the statutory biodiversity net gain rules. Comments are open until 26 October and the determination deadline is 20 November.   • Heath Farmhouse, Heath Road East. Listed building consent to repair and repaint three doors, fit slimline double glazing to the rear and side doors, strip exterior paint from the east wing and repair render on the main elevation. The description was amended on 7 October. (SDNP/26/03424/LIS)
  • Seven flats at Leslie Nation Court, Station Road, want uPVC. The application would replace the aluminium and timber double-glazed windows and doors at flats 1 to 3, 4a, 4b, 5a and 5b with uPVC in the same layout. (SDNP/26/03468/FUL)
  • A churchyard extension at Binsted. The Church of the Holy Cross on Isington Road wants the rest of a field, farmed until now on the understanding it would be needed for burials, designated for graves. No buildings or machinery; wooden crosses and headstones only. (SDNP/26/03652/FUL)
  • A full rebuild of the front of 143 The Causeway. Front and rear single-storey extensions, a raised roof over the garage, the garage converted, a new detached garage and car port at the front, solar panels and a pergola. (SDNP/26/03576/HOUS)

Planning Committee, Thursday 15 October

East Hampshire’s Planning Committee meets at 6pm on Thursday 15 October at The Hangers, Monterey House, Bedford Road, Petersfield. Two applications are on the agenda. (Agenda)

  • Three houses at Fir Trees Farm, Alton Lane, Four Marks. A permission in principle application for three detached homes on 0.36 hectares, about 280 metres outside the Four Marks settlement boundary. The land holds a temporary agricultural worker’s mobile home and a shipping container, permitted on condition they go after three years. Four Marks Parish Council objects: the site is about 1.5 miles from the village centre on a 60mph road with no footway, so future residents would depend on cars. One written objection says there is “too much infill on Four Marks lanes”. Officers recommend permission. (EHDC-26-0388-PIP, committee report)
  • Solar panels and heat pumps at Filmore Hill Farmhouse, Privett. Fourteen panels on the garage roof of the Grade II listed house, two air source heat pumps to replace oil heating, and a new enclosed porch. Officers recommend approval. It is at committee only because the applicant is the deputy chair of the National Park Authority. (SDNP/26/02866/HOUS, committee report)

The committee will also note six appeal decisions from August and September, three allowed and three dismissed. (Appeal summary)

  • Allowed: clear glazing in gable windows at Idsworth Villa, Woodhouse Lane, Rowlands Castle, with the appellant’s costs claim refused; a front porch at 41 Lemon Grove, Whitehill; and longer operating hours at Albury Dairy, Honey Lane, Selborne, where the inspector accepted an extra 30 minutes in the morning and an hour in the evening but not every condition the owner wanted removed.
  • Dismissed: a poultry shed to storage conversion at Gardners Farm, Pratts Lane, Steep, on highways grounds; caravans for residential use on land east of New Barn Farm Lane, Blendworth; and a barn to house conversion at Reynards Rest, Willis Lane, Four Marks, where the inspector could not be sure the site was part of an established agricultural unit.

The committee’s list of major applications on their way includes a care home, nursery and supported living complex on Courage Avenue, Alton; up to 25 homes off Ryebridge Lane, Upper Froyle; up to six at Neatham; 95 homes at Longbourn Way, Medstead at reserved matters stage; a 12-pitch seasonal campsite at Homestead Road, Medstead; and the reserved matters for up to 510 homes at Bordon Camp on Budds Lane. Petersfield town applications are decided by the National Park Authority, usually by its officers under delegated powers; East Hampshire’s Planning Committee decides the larger ones on the authority’s behalf.
  • The Courtyard comment deadline is 26 October. The bat survey question means a decision is unlikely before the surveys are done, and the season for emergence surveys is nearly over.
